Climate change is already starting to have an impact on our lives and on our economies. It is therefore important that we prepare ourselves now for the unavoidable consequences of climate change. In the German Climate Preparedness Portal, you will find quality approved services offering guidance in taking precautionary measures against the effects of climate change.

2. Quality-approved: Controlled by an independent team of experts

The KLiVO Portal offers only services of approved quality. On behalf of the Federal Government, represented by the “Interministerial Working Group on Adaptation”, an independent team of experts controls whether the Climate Preparedness Services fulfil the quality criteria. The climate services presented here deal explicitly with climate change and adaptation to the effects of climate change in Germany. They have in many cases arisen as a result of research projects and have a sound scientific basis. All of the services are provided by federal institutions, in cooperation with them or were developed with state funding. You can make use of all these services without restriction and free of charge. Overview of the quality criteria:

Definition of Climate Preparedness Services

All services of the KLiVO Portal fulfil the definition of climate information services or climate adaptation services:

Climate-related information comprises valuable meteorological and climatological data which is used in drawing up risk and vulnerability for various different time zones and regions. Especially the Essential Climate Variables (ECVs) are taken into consideration here.

Climate adaptation services comprise regularly updated and publicly accessible data as well as information, consultation services and tools that support decision-making (e.g. planning procedures and investments) and action in the context of dealing with the consequences of climate change. Climate adaptation services help actors to create and implement adaptation processes. Within this process, climate change impacts are identified and evaluated on a scientific basis, different actions and their pros and cons are elaborated and climate adaptation measures are chosen, planned and implemented. Finally, the effectiveness of measures is evaluated.

Required quality criteria

To place a Climate Preparedness Service on the KLiVO Portal, the following questions need to be answered with “yes”:

  1. Relation to Climate Change Adaptation: Does the Climate Preparedness Service have an explicit relation to the topic “Adaptation to Climate Change” or does it take climate changes into consideration?
  2. Applicability in Germany: Is the Climate Preparedness Service applicable in Germany?
  3. Regularly updated: Is the Climate Preparedness Service regularly and well-maintained, further developed and evaluated?
  4. Scientific basis: Is the Climate Preparedness Service based upon scientific research? (e.g. IPCC-Reports, studies and scenarios from climate research institutes, vulnerability and adaption studies, own scientific explorations)
  5. Accessibility: Is the Climate Preparedness Service publicly and immediately accessible? Is the access to the Climate Preparedness Service easy and fast? Is the usage of the Climate Preparedness Service free of charge?

 Providers of Climate Preparedness Services, which are no federate or state institutions, need to answer additionally at least one of the following two questions with “yes”:

  • State Funding: Has the development and implementation of the service been financed by public funds?
  • Cooperation with Government Agencies: Has the service been developed and implemented in cooperation or consultation with government agencies of the state, the federate states or the municipalities?

Additional quality criteria

The following questions check upon the user friendliness of the service. If these aspects are implemented, they will be positively emphasized on the KLiVO Portal:

  1. Needs Assessment: Has the user’s need been investigated and formulated?
  2. User Integration: Have the users been integrated in the process of development of the Climate Preparedness Service?
  3. User Friendliness: Which aspects of user friendliness does the Climate Preparedness Service fulfil?
  4. Clearness: Which descriptive and appealing elements are integrated in the Climate Preparedness Service?
  5. Feedback: Does the user have the possibility to give feedback on the Climate Preparedness Service? Does the user have the possibility to ask for further information or suggestions regarding the Climate Preparedness Service? Is a contact person and contact information available for further questions?
  6. Practical Experience: Are there practical experiences with the Climate Preparedness Service?
  7. Good Examples: Does the Climate Preparedness Service provide suggestions for examples regarding climate change adaptation, for example implemented adaptation measures?

3. Well-coordinated: Climate Preparedness Services from the state, the federate states and other institutions

On the KLiVO Portal, you will find services which are provided by authorities of the federal government,  of the federal states, as well as of other institutions such as municipalities. With the administrative office of the German Climate Service (DKD), the German Meteorological Service (DWD) forms the central point of contact for climate-related data and information. The Competence Centre for Climate Impacts and Adaptation (KomPass) at the Federal Environment Agency (UBA) provides a full range of services on the theme of climate adaptation.

A profile of every Climate Preparedness Service offers you all the main information at a glance. The descriptions of content, target group and scientific background will help to choose a service. Furthermore, contact information, year of publication and the special characteristics of the service are provided. Additional climate information is available, if it is necessary for the use of the service.

The two administrative offices DKD and KlimAdapt are in each case supported by a network which forms the interface between the providers and users of climate services.

These networks provide support and advice to the administrative offices regarding climate-related information and adaptation services. They discuss existing services, interests of users, gaps in research activities and the further development of the services offered. Together with the partners in the networks, the administrative offices are bringing the Climate Preparedness Portal and the services offered to a wider public – to municipal authorities, to events, to other networks and to you.

6. What the future holds: Researching and developing new services

The range of services offering guidance in taking precautions against the effects of climate change is to be steadily expanded and refined. For this purpose, the administrative offices issue recommendations for Research and Development to the relevant departments of the federal government, the federal states and other institutions involved in promoting research.
